JFB also maintains the Summer Scholars Pipeline Program, which places second year law students into funded legal positions in Montgomery County. The J. Franklyn Bourne Bar Association also reaches into local high schools to encourage young African Americans to consider the legal profession through their Oratorical Contest, which allows high school students to give inspiring speeches and be exposed to African American Lawyers.
