The J. Franklyn Bourne Bar Association (JFB) was founded in 1977 and has over 300 members. The mission of JFB is to provide African American Attorneys in Prince George & Montgomery Counties with a forum to network and develop professionally. The J. Franklyn Bourne Bar Association also seeks to protect members of the African American Community from mistreatment and inform them of their legal rights.

The J. Franklyn Bourne Bar Association provides multiple activities for members to participate in such as golf tournaments, dinners, and a swearing in ceremony for newly licensed attorneys. JFB also seeks to inform the public of issues facing the community such as a how to combat human trafficking seminar. The J. Franklyn Bourne Bar Association works to further the education of African Americans aspiring to join the legal profession by providing $1,500 scholarships for selected law students. JFB also maintains the Summer Scholars Pipeline Program, which places second year law students into funded legal positions in Montgomery County. The J. Franklyn Bourne Bar Association also reaches into local high schools to encourage young African Americans to consider the legal profession through their Oratorical Contest, which allows high school students to give inspiring speeches and be exposed to African American Lawyers.

Active Membership in the J. Franklyn Bourne Bar Association is open to attorneys licensed to practice in Maryland who reside in Prince George or Montgomery County. To join you must fill out a membership application and pay an annual due ranging from $50-100 depending on years of experience, but newly licensed attorneys are granted free membership. Law students can obtain a law student membership, but they must also fill out a membership application and pay an annual due of $5.
